Chairman of the Committee on Defense, Intelligence and Foreign Relations Nelson Koech revealed that the National Treasury approved the removal of the funds under section 223 of the Constitution.
Koech came before a Relationship Committee that investigates the second additional budget for the 2024/25 financial year, chaired by Deputy Speaker Gladys Boss Shollei.
“The Committee has approved the use of KSh523.84 million to the Department of Defense, Intelligence and Foreign Affairs of the State that were used in accordance with section 223 of the Constitution,” Koech told the National Assembly Committee on Monday, March 11, 2025.
The committee is currently reviewing the additional II budget for the financial year of 2024/25, which is a total of KSh 199 billion.

What does Article 223 of the Constitution say

Earlier, Raila denied allegations that the government had set aside KSh 13 billion to support its AUC chair.
The allegations were made by Juja MP George Koimburi, a well -known member of the former deputy president Rigathi Gachagua.
