Speaking on Thursday, August 29, during his visit to the town, the president met with a warm and enthusiastic reception from the residents.

What is Ruto's promise to the residents of Homa Bay?

In his speech, Ruto explained his vision to Fever Bayannouncing his intention to raise the town to city status.

Ruto revealed that important funding was provided for access to water, which would be an important step in the town's development journey.

“We want this Homa Bay to stop being just a town. This Homa Bay, we want to plan it to be a city. You understand me,” Ruto said amid cheers.

Although Ruto did not give a specific timetable for the change, he assured residents of his government's commitment to the ambitious plan.

The town of Homa Bay must work hard to achieve city status

To be granted city status, a city must meet several criteria set out in the Urban Areas and Towns (Amendment) Act, 2019.

The Senate Committee on Devolution and Intergovernmental Relations must also first approve the classification.

The main requirement for a city to be recognized as a city is that it must have at least 250,000 inhabitants according to the last results of the population census published in the government gazette.

The city must clearly demonstrate its ability to provide essential services to its residents effectively and also involve residents in the management of city affairs.

Homa Bay's infrastructure must be well developed, including roads, street lights, and markets.

Effective disaster management systems must be put in place along with an effective waste disposal system.

When was Eldoret granted city status?

On Thursday, August 15, Eldoret was upgraded to city status following a successful application process and approval by the Senate.

Ruto signed the agreement and affixed the seal of government, officially designating Eldoret as a city.

Residents of Eldoret could not hide their joy after the head of state handed over the municipality to the fifth city in the country.
