All East African presidents except Tshisekedi attended, raising concerns. Prior to the meeting, Tshisekedi's spokesman, Tina Salama, announced that he would not be present because of schedule conflicts.
The meeting continued without Tshisekedi but faced another objection when President Kagame of Rwanda ignored its importance.
The absence of Tshisekedi did not please Kagame, who claimed that his lack of dedication to peaceful efforts was jeopardizing the whole process.
He questioned the purpose of the conference, noting that the country in the middle of the debate was not represented.
Kagame seemed to blame Tshisekedi for slow development in resolving the conflict in his country.
