New Meru Governor Isaac Mutuma formally signed the Leadership and Integrity Code on Friday, March 2025, as a prerequisite pledge as he begins his tenure at the helm of the county.
The event was held at the Ethics and Anti-Corruption (EACC) Upper Eastern Offices under the close supervision of Benson Emget, the commission’s Deputy Regional Manager.
Mutuma, who was sworn in Monday, March 17, 2025, to succeed Kawira Mwanagaza, signed the documents to signify his commitment to uphold integrity in the discharge of his duties.
The governor previously served as Meru’s Deputy Governor and automatically assumed the county’s top leadership position for the remainder of the five-year tenure.
“In compliance with the requirements of the Leadership and Integrity Act, the Ethics and Anti-Corruption Commission has today facilitated the signing of the Leadership and Integrity Code by the newly sworn-in Governor of Meru County, Hon. Rev. Mutuma M’Ethingia,” an update from the commission stated.
Speaking during his swearing in ceremony, Mutuma made a call of unity promising to oversee the county through service leadership rather than grand promises.
“I am aware that we face many challenges and I am here not to make grand promises but to offer you servant leadership, commitment to unity and dedication to working hand in hand with all of you to build a brighter future for Meru,” he pledged.
New Promises
The leader also pledged to boost the job uptake of the county’s youth through relevant training.
“To our young people, the tech-savvy generation. Gen Zs mko! I hear you and I see you. The world is changing rapidly and we must promptly adjust to the changes. I’ll create program that helps you develop skills you need for the future such as jobs in Artificial Intelligence (AI), robotics and the digital economy. I will also ensure that you not only have the training but also tools to thrive in this digital world,” he said.

Meanwhile, the new governor has nominated lawyer Linda Kiome as his deputy.
Kiome contested the 2022 gubernatorial race as Mithika Linturi’s running mate but eventually lost to the now-impeached Kawira Mwangaza.
She is the current vice chair of the Independent Electoral and Boundaries Commission (IEBC) Selection Panel.
