Ruto’s govt reshuffle: Belio Kipsang dropped as Basic Education PS

In a bid to accelerate the implementation of the Bottom-Up Economic Transformation Agenda (BETA), President William Ruto has announced key changes within the government.

According to an official notice dated Thursday, March 20, 2025, signed by Head of Public Service Felix Koskei, Basic Education Principal Secretary Belio Kipsang has been moved to the State Department for Immigration and Citizen Services at the Ministry of Interior.

Meanwhile, Julius Bitok, the former Immigration and Citizen Services PS, will now head the State Department for Basic Education.

Edward Kisiang’ani previously served as the Principal Secretary in the State Department of Broadcasting and Telecommunications, a position that will now be occupied by Stephen Isaboke, the Group Executive and head of Regulatory Affairs at MultiChoice Group, while Amos Gathecha has been promoted from Principal Secretary of Public Service to Deputy Head of Public Service at the Executive Office of the President. 

“The president has today instituted changes to the organization of government. The Presidential Action serialized as Executive Order No. 1 of 2025, causes nominations to and reassignments of State Departments, as well as postings to the nation’s foreign service,” the reshuffle notice reads in part.

“These changes are driven by the need to harness the opportunities within emerging sectors of the economy, as well as to address challenges affecting Kenya’s social fabric. Collectively, the changes seek to further accelerate the implementation of the administration’s seminal socio-economic blueprint, the Bottom-Up Economic Transformation Agenda (BETA).

Kipsang as education PS

This is not the first time Kipsang has been reshuffled. In 2021, during former President Uhuru Kenyatta’s government reshuffle, he was moved to the Ministry of East African Community and Regional Development as the principal secretary in charge of regional and northern corridor development.

However, following Ruto’s victory in the 2022 elections, Kipsang was reappointed as the Education PS in September 2022 as part of Ruto’s government restructuring.

The former Education PS has played a significant role in the implementation of Kenya’s Competency-Based Curriculum (CBC).

Throughout his tenure, Kipsang became one of the most prominent faces of the education reforms, advocating for a shift from the traditional 8-4-4 system to the more holistic CBC approach aimed at moulding students with practical skills for the future.

During his initial tenure at the Ministry of Education, Kipsang oversaw critical stages of the CBC’s implementation. His leadership saw the construction of more classrooms, the provision of learning materials, and the training of teachers to effectively deliver the new curriculum.
