The Kenya Medical Practitioners, Pharmacists, and Dentists Union (KMPDU) has extended its heartfelt congratulations to Fredrick Oluga on his nomination as the Principal Secretary in the State Department for Medical Services.
Oluga’s nomination follows President William Ruto’s latest reshuffle and restructuring of various government departments.
In a statement issued by KMPDU Deputy Secretary-General Dennis Miskellah on Thursday night, March 20, 2025, the union praised the newly appointed PS for his dedication, leadership, and commitment to healthcare reforms.
“On behalf of the Kenya Medical Practitioners, Pharmacists, and Dentists Union (KMPDU), we extend our warmest congratulations on your well-deserved appointment as the Principal Secretary in the State Department for Medical Services,” Miskellah stated.
“Your dedication, leadership, and unwavering commitment to the medical profession and healthcare reforms have been exemplary.

Miskellah further recognized Oluga’s tenure as KMPDU Secretary-General, during which he actively advocated for improved healthcare systems in Kenya and better working conditions for healthcare workers.
“Having served as KMPDU Secretary-General, your advocacy for better healthcare systems and improved working conditions for healthcare workers has left an indelible mark. We are confident that your experience and vision will greatly contribute to strengthening Kenya’s healthcare sector,” he added.
Additionally, Miskellah expressed confidence that Oluga’s expertise and vision would play a key role in improving Kenya’s healthcare sector. He also affirmed the union’s dedication to collaborating with him to strengthen healthcare services nationwide.

His appointment comes at a crucial time when Kenya’s healthcare sector is facing challenges.
In addition to serving as KMPDU SG, Oluga also served as the chief officer for health services at the Nairobi Metropolitan Services (NMS).
Ruto’s reshuffle
In an official notice signed by Head of Public Service Felix Koskei, Ruto announced key changes within the government in a bid to accelerate the implementation of the Bottom-Up Economic Transformation Agenda (BETA).
Basic Education Principal Secretary Belio Kipsang has been moved to the State Department for Immigration and Citizen Services at the Ministry of Interior. Meanwhile, Julius Bitok, the former Immigration and Citizen Services PS, will now head the State Department for Basic Education.
Edward Kisiang’ani previously served as the Principal Secretary in the State Department of Broadcasting and Telecommunications, a position that will now be occupied by Stephen Isaboke, the Group Executive and head of Regulatory Affairs at MultiChoice Group, while Amos Gathecha has been promoted from Principal Secretary of Public Service to Deputy Head of Public Service at the Executive Office of the President.
