IPOA investigates fatal police shooting of 2 people in Majengo

The Independent Policing Oversight Authority (IPOA) has launched an investigation into fatal shootings involving police officers from Shauri Moyo Police Station in Nairobi County where two people lost their lives and three others suffered serious injuries in Majengo.

In the statement dated Thursday, March 6, 2025, IPOA chairperson Ahmed Issack Hassan stated that IPOA’s rapid response and forensic investigations team have been deployed to the scene.

In addition, Hassan added that the team has been tasked with gathering all relevant evidence to ascertain the circumstances surrounding the shooting and evaluate the conduct of the police in handling the demonstrations.

“The first incident occurred at approximately 2040 hours on 4th March 2025 near Majengo Social Hall. It involved officers attempting to arrest a young suspect, an action that allegedly attracted other youths in the area. This escalation resulted in the shooting and serious injury of a young man, estimated to be between 17 and 20 years old. His subsequent death while undergoing treatment at Kenyatta National and Referral Hospital triggered demonstrations in the area on 5th March 2025, leading to further injuries suffered by members of the public and police officers. Further, there was extensive destruction of property including Government buildings and motor vehicles.

“The Independent Policing Oversight Authority is investigating shooting incidents involving police officers from Shauri Moyo Police Station, located in Starehe Constituency, Nairobi County….In accordance with Section 6(a) of the IPOA Act, which mandates the Authority to investigate complaints related to disciplinary or criminal offences committed by members of the Service, the Authority’s rapid response and forensic investigations team-accompanied by officers specialized in monitoring police conduct during public order management operations-responded to the incident.

“The team has been tasked with gathering all relevant information to determine the circumstances surrounding the shooting and assessing how the police handled the demonstrators,” the IPOA statement reads.

Hassan, in addition, disclosed that IPOA has recorded key witness statements, attended one postmortem examination and is scheduled to attend a second postmortem as part of the ongoing probe.

“The investigation is ongoing, with the Authority having already recorded key statements, attended one postmortem examination, and scheduled to attend another on 6th March 2025,” the statement reads.

The authority also urged the public to remain calm and refrain from acts of lawlessness.

“The Authority sends condolences to the families and friends of the deceased and wishes a quick recovery to all who suffered injuries. IPOA further calls upon citizens not to take the law in their own hands and to refrain from any acts of lawlessness,” the statement reads.

Kakuma protest

The IPOA chairperson further added that the Authority also dispatched a team on March 5, 2025, to oversee police conduct during the ongoing demonstrations at Kakuma refugee camp, ensuring adherence to human rights and lawful public order management practices.

“Separately, the Authority yesterday dispatched a team to monitor police conduct during the management of public order during the demonstrations that have been ongoing at Kakuma refugee camp.

“IPOA remains committed to being independent, impartial and fair in its operations,” the statement reads.

NPS on Majengo shooting

The National Police Service (NPS) on Wednesday, March 5, 2025, confirmed the interdiction of a police officer linked to the fatal shooting of a 17-year-old boy in Shauri Moyo.

“Following an alleged shooting incident that took place yesterday, 4 March 2025, in Shauri Moyo, the National Police Service wishes to update the public on the progress of investigations as follows: Upon receipt of the report, the police commenced investigations immediately and identified a police officer suspected of involvement in the incident,” NPS Spokesperson Muchiri Nyaga stated.

The NPS reassured the public that thorough and transparent investigations are being carried out by the Directorate of Criminal Investigations (DCI) and the Internal Affairs Unit. Authorities have urged residents, particularly the youth, to remain calm and assist in the investigation by providing any relevant information.

“Necessary action was taken, including disarming and interdicting the officer, as well as notifying the Independent Policing Oversight Authority, in compliance with the law. Further open and transparent investigations are being conducted by the Directorate of Criminal Investigations and the Internal Affairs Unit,” the statement read further.
