The first governor of Kiambu, William Kabogo, was appointed head of the Ministry of Information, Communications and Digital Economy.

In the change, the president transferred ambassadors to the ministers of Agriculture and ICT who left. Margaret Nyambura, who was the Minister of Communications and Technology, was appointed as Kenya's High Commissioner to Ghana, while Andrew Karanja, who was in the Ministry of Agriculture, was appointed as Kenya's ambassador to Brazil.

Speaking about the changes in the Cabinet, Homa Bay Member of Parliament, Peter Kaluma, said the president was wrong by not paying attention to the regional balance.

The Member of Parliament, who was among those who were happy for the president to involve ODM officials in July, noted that the president is giving more favor to the Mt Kenya region than to the stronghold of Raila Odinga.

Kaluma added that every time the president focuses on the region, he gives many ministerial positions, unlike regions like Western Kenya and Nyanza, where only a few are appointed.

“Ruto gave 6 ministerial posts to Gachagua, he appointed all of them from Mount Kenya. When Ruto gives Uhuru a chance in the government, he appoints all from Mount Kenya. When ODM gets a chance, it divides the country. I hope one day during my lifetime, we will follow Article 10 of Constitution and see Kenya beyond our home areas, like Baba,” he said.
