Kenyan Newspapers Friday: List of Governors Who Don't Want to Use Public Money for Development

On Friday, December 6, Kenyan newspapers published a report by the Comptroller of the Budget, Margaret Nyakang'o, which exposed governors who spent public money in non-priority areas.

Newspapers also reported that the former deputy president Rigathi Gachagua launched an attack against Mount Kenya Members of Parliament (MPs) who supported his motion to be removed from power.

1. The Star

Budget Controller Margaret Nyakang'o has revealed 10 county heads who failed to spend even one shilling for development between July and September 2024.

Nyakang'o noted that the governors directed their use in non-prioritized areas including transport.

Below is the list:

  • Joseph Ole Lenku – Kajiado county.
  • Johnson Sakaja – Nairobi county.
  • Simon Kachapin – West Pokot county.
  • Jonathan Bii – Uasin Gishu county.
  • Simba Arati – Kisii county.
  • Benjamin Cheboi – Baringo county.
  • Wisley Rotich – Elgeyo Marakwet county.
  • Issa Timamy – Lamu county.
  • Godhana Dhadho – Tana River county.
  • Moses Badilisha – Nyandarua county.

In the last quarter of the last financial year, Nairobi and West Pokot counties also spent zero on development, putting Kachapin and Sakaja on the spot as they campaigned on the development platform.

Julius Malombe (Kitui), Joshua Irungu (Laikipia), Amos Nyaribo of Nyamira, and Muthomi Njuki of Tharaka Nithi spent 1% in development.

On the other hand, Anne Waiguru of Kirinyaga and Paul Otuoma of Busia recorded the highest absorption rate at 12 percent each.

Former deputy president Rigathi Gachagua has urged voters in his Mt. Kenya constituency to reject the MPs who voted to remove him from office, calling them 'traitors'.

Gachagua asked the residents of Central Kenya to stand with the MPs who voted against his motion to be removed from power in the 2027 General Election.

“In Nyeri, we support governor Mutahi Kahiga, Mukurwe-Ini Member of Parliament John Gaguchia and former Nyeri Member of Parliament Ngunjiri Wambugu. Others betrayed us. When the time comes, you deal with them the way you always do. Go through the strong defenders of our community.” Gachagua insisted.

The former DP revealed that he was consulting with priests and other local leaders to plan a route to the area.

He hinted at creating a new political outfit to defend the interests of Mount Kenya before the 2027 elections.

Presidential Administration William Ruto you are considering issuing a KSh 500 billion guarantee from the diaspora to finance major infrastructure projects across the country, including the expansion of the Jomo Kenyatta International Airport (JKIA).

Chief Secretary of the Council of Ministers Musalia Mudavadi said KSh 300 billion will be used to improve JKIA, while KSh 200 billion will be allocated to other projects.

This comes after Ruto canceled the multi-billion Adani contracts following public uproar and the indictment of the chairman of the Adani Group, Gautam Adani, in the United States (USA).

The President promised to upgrade JKIA despite the collapse of the contracts.

“I assure Kenyans that a new airport will be built. Some people celebrated the cancellation of the plan, but the roof of the airport is leaking and the condition is poor,” Ruto said.

4. The Standard

Controller of Budget Margaret Nyakang'o has revealed the counties with the most unpaid bills.

In his report for the first quarter of the financial year 2024/2025, Nyakang'o noted that the devolved units spent KSh 129.15 billion for regular expenditure and KSh 34.47 billion for development.

The following counties have the highest outstanding bills:

  • Nairobi: KSh 121.06 billion.
  • Garissa: KSh 6.07 billion.
  • Kiambu: KSh 5.90 billion.
  • Turkana: KSh 4.78 billion.
  • Machakos: KSh 4.42 billion.
  • Mombasa: KSh 3.93 billion.

Nyakang'o encouraged the regional heads to devise effective revenue collection methods to increase collections.

5. Nation Today

The Orange Democratic Movement (ODM) party is facing internal disputes regarding the political agreement between President William Ruto and the leader of the party, Raila Odinga.

Following Ruto and Raila's 'handshake', the president appointed ODM members to the Cabinet following the reshuffle.

Some ODM leaders, including Suna East MP Junet Mohamed, have been strongly defending the government and its projects, which has angered other MPs.
