Police Warn Against Protests Thursday Ahead of William Ruto's Speech: “No Permit”

The National Police Service (NPS) has warned the public against participating in any protest scheduled for Thursday, November 21, 2024, coinciding with the President's Address William Ruto for the Nation in Parliament.

In a statement released on Wednesday evening, November 20, NPS Spokesperson Resila Onyango stressed that the police did not receive official notification from the alleged organizers, as mandated by the Public Order Act.

“The National Police Service (NPS) alert is being issued for information being circulated about protest scheduled for Thursday, November 21, 2024, through social networks. The NPS further recognizes the constitutional right of Kenyans to peaceably and unarmedly assemble, vote, protest or present complaints to public offices,” said part of the statement.

Why should the police be notified before any protest?

Onyango explained that although the right to protest is stipulated in the Constitution, the organizers must legally notify the regulatory officer in writing at least three days but not more than fourteen days before.

This process, he said, ensures proper safety and security measures are implemented.

“So far, no such mandatory information from any organizer or planner has been given to the Controlling Officer,” the statement added.

The warning follows an increase in chatter on social media about protests that may be linked to political discontent.

However, the NPS assured citizens of their safety and asked them to continue their daily activities without fear of interruption.

Police have reiterated their commitment to maintaining law and order and ensuring public safety during Thursday's events.
