Samburu: Former Governor Moses Lenolkulal, 9 Others Found Guilty in Corruption of KSh 83m

Samburu – Former governor Moses Lenolkulal Kasaine has been convicted by the Milimani Anti-Corruption Court for many charges, including illegal acquisition of public property.

What mistakes did Moses Lenolkulal make?

Lenolkulal, who faced charges in 2019, was found guilty of abuse of office and conflict of interest related to the loss of KSh 83 million.

He was accused of using his company, Oryx Service Station, to sell petrol and diesel to the Samburu county government, according to a court charge sheet.

“After considering the views of all parties, I conclude that the prosecution has proved its case beyond doubt. I find Moses Lenolkulal and the 11 defendants together guilty, and I convict each of you for obtaining public property,” said Judge Thomas Nzioki.

In addition, the court criticized the county secretary, the second defendant, for authorizing the payment with knowledge of Lenolkulal's ownership of Oryx Service Station.

“The accounting office completely lied under oath that they did not know that Lenolkulal was the owner of Oryx. They should not have authorized the payment to Oryx,” said the court, which relied on 20 payment vouchers.

Who were the other convicted Samburu officials?

Others found guilty are Stephen Siringa, Daniel Nakuo, Josephine Naamo, Reuben Marumben, Milton Lenolngenje, Bernard Lesurmat, Lilian Balanga and Hesbon Ndathi.

The court has denied bail to the prisoners pending reduction and sentencing.

At the same time, this is the first step to be judged by the session or the former governor of Kenya and the Anti-Corruption Court.
